CIRCLE Program
Help us provide essential non-punitive wraparound services and basic needs to individuals experiencing homelessness across Los Angeles.
Addressing basic needs like health and hunger is vital to helping unhoused individuals avoid infectious and non-infectious diseases and restore a sense of dignity and hope.
About Incident Response through Community-led Engagement (CIRCLE) Program
CIRCLE dispatches mental health workers and individuals with lived experience, instead of armed police officers, to provide comprehensive non-punitive wraparound services to unhoused individuals. Key services include mental health crisis stabilization, immediate welfare checks, housing navigation, substance abuse support, conflict resolution, and case management to address social service needs. For those who need support beyond the initial encounter, staff assist with obtaining vital documents and referrals to mental and behavioral health services.
Your donation will also help provide basic needs supplies for unhoused individuals, including hygiene kits, first aid & health kits, harm reduction supplies, transportation assistance, clothing, food, and water. Supplies will be distributed as part of our usual outreach and response protocols in West Los Angeles.
CIRCLE was launched in 2022 and is sponsored by the Los Angeles Mayor's Office of Community Safety. Heluna Health became a CIRCLE provider in 2025 and is supporting the program's expansion into West Los Angeles.
